Alligators:  The pond has it usual summer complement of alligators.  They regularly come and go from the creek to the pond and back to the creek
again.  Alligators are protected by law in NC which makes it illegal to hunt, trap or injure them.  There can be a pretty hefty fine for injuring an alligator.



This may not have been known by the boys who were shooting BB guns at the alligators.  The BB can destroy an eye and that is certainly injuring an
alligator.



Other young men were observed (and told to desist) casting bass lures at alligators from the community dock.  These folks were not from our
community.



The alligator hunts more at night than day, but they will hunt in the day if the opportunity occurs.  They have killed two dogs that we know of and
probably others.  So, if you have pets keep them away from the pond.  Young children should not be permitted near the pond unsupervised.



So far the alligators, for the most part, shy away from humans.  Let’s keep it that way!  Do not feed them!! Feeding makes them not fear humans; in
fact, it trains them to expect food from humans. At that point they become dangerous animals!



Permission to use the dock, pond and boat ramp CANNOT be given to anyone who is not a resident unless the resident giving permission
ACCOMPANIES the visitor at all times.



Boating courteously.  Be considerate of your neighbors and keep to a “no wake” speed.  That is not just slow, but slow enough to avoid making a
wake.  A wake can damage not only boats tied to a dock, but floating docks also.



Speaking of rules, President Jim Teachey recently re-published various rules and regulations established for our community over time.  The question
has been asked: do owners have in-put?  Yes.  1) Because it has been the policy for several years to have open board meetings, they are publicized.  
Community members are encouraged to attend. 2) Topics of great interest have been given special meetings; e.g. the issue of golf cart operation by
kids.  3) You elect your board of directors to represent you.  Confer with any or all when you have a concern or a question.

Welcome to new neighbors:  April and Jerry Upchurch have moved into their new home at the corner of  Walden Pond Lane and Rolling Run.  Marilyn
and Dan O’Meara are now in their new home at the western cul-de-sac of Walden Pond Lane.  A very warm welcome to you all!  Neighbors Charlie and
Judy Hylton, their son and their pet Kitty have moved from our neighborhood.  We are sorry to lose them and wish them all the best.



Two board members will be elected at November’s annual association meeting.  Nominees are Lynn Matthews and Marilyn O’Meara.  To nominate
other persons, please contact Jim Teachey, Dinah Snead, or Carolee Morris. Nominations will also be open from the floor during the meeting.  In early
October, a voting guide will be sent out with proxy instructions and biographical information about the nominees.



A well-attended Book Club Meeting hosted by Linda Jones was held at Thai Peppers on July 14th.  The next meeting is to be at Pat Evan’s home on
September 15th at 7 pm.  Pat is doing something a little different.  She picked an author, Elizabeth Berg.  Each of us is to chose one of her books to
read, and critique.  Neat idea.

WCCSA  BOARD  MEETING

July 6, 2009



Present were Barbara Berry, Ed Snead, Ron Jones, Jim Teachey, Ken Morris, Gerald Cochran, Bob Keller, Cloin Robertson, Lynn Matthews, and
Carolee Morris.



Meeting at President Teachey’s house at 7 pm, he called the group to order.  Ron Jones moved to suspend Robert’s Rules, Barbara Berry seconded
and the motion passed.   The president reminded those present about using good judgment regarding confidentiality on issues discussed.  Minutes of
the April Board meeting were approved as read.  By consensus, the board agreed to dispense with a formal treasurer’s report.  Assuring fiduciary
controls, both the president and treasurer must sign all checks as required in the by-laws.  Treasurer Lynn reported that a CD renews tomorrow.  She
asked if any transfers of money were indicated.  She will send a transcript of amounts* to Jim T. and he will query the rest of the board.*



Jim Teachey reported that the boat dock gate is now locked.  The bill for keys is $166 with tax.  He had to get a locksmith out to adjust the gate at a
cost of $15.  The dock staining is completed, but the vendor left a trolley cart.



Jim T. reported on the problem of noise from Progress Energy’s new gun range.  He talked with four people and finally met with the head of Security
who gave him a tour.  The range is at a distance from our community but is turned in such a way that noise drifts directly toward Winding Creek.  
Shooting is safely done, being protected by a berm.  Progress Energy officials did not think the range would be heard by anyone.  Decision:  within 90
days, Progress Energy will put up a back stop, build a 50 yard cover over the range, and for long-term control, plant Leyland cypress trees over the
berm.  Jim said to the official that we would be patient, but if efforts proved insufficient, we would file a formal complaint with the county.



ACC Chair report from Ken Morris included up-dates on the dead tree at the boat ramp:  one person never showed up as promised.  Hoffman agreed
to send a tree specialist to look at the job.



Easement:  the Association controls drainage easements in the community.  The Kellers and Sneads reported erosion problems on the drainage
easement between their properties.   Ken Morris investigated and requested professional advice from three sources regarding suggested solutions.  
Two vendors responded.  After discussion, Ron Jones moved to accept Ken’s recommendation; Ed seconded and the motion carried.  Report
attached.  



Old Business:  

The concrete pad left on the Gresham’s property has been removed.

Jim T. reported that the owner with a work trailer parked on the street said he would remove it.

Discussion: unsafe golf cart operation by children.  Gerald Cochran remembered seeing reference to a rule passed by a board several years ago. He
volunteered to search the records.  Others recalled two meetings about the issue a few years ago, with parents and kids at President Madden’s home
and at the Jones for a Community Watch program.  Satisfactory agreements resulted from those meetings, but no one was aware of an earlier rule.  
Agreed:  our main concern is safety for the kids; secondarily, community liability in case of an accident.* Action will be taken after investigation into a
past rule.*



New business:

Ron Jones reported that he took a No Port Southport official by boat to see the proposed site and to better view our community’s proximity to it.  He
also suggested that our association consider joining the Brunswick County Homeowners Organization, an umbrella group.  Jim asked Ron to
investigate* to determine what our responsibilities would be if we were to join.

Discussed reports of empty trailers and some cars parked on the right of way near the boat ramp. What to do?  Suggestion:  best at first to put a note
on the car to “Please don’t park on our streets.”

Jim announced this to be the last regular board meeting before the annual November Association meeting.  Members are invited to put their names
forward to run for a director position.  Two directors will be elected at the annual meeting. Jim Teachey welcomed the Kellers to the neighborhood.



Mr. Cloin Robertson attended the meeting and asked the members to formally censure board member Jimmy Altman for his behavior concerning a
covenant violation and for a later altercation that alleged Mr. Robertson had been assaulted by Mr. Altman. Mr. Robertson further requested that the
board ask member Mr. Altman to resign (see formal request).  Mr. Robertson stated his opinion that failure to censure would indicate tacit approval of
that behavior. Mr. Robertson expressed his regret that no property owner had called him for more information before signing a petition to remove him
(Mr. Robertson) from the board.



Two board members expressed the opinion that the above mentioned petition should have requested the resignation of both Mr. Robertson and Mr.
Altman.



After extended discussion, President Teachey called for a motion to act on Mr. Robertson's request.  None was offered.  He declared the issue dead.



Ron J. moved to adjourn.  Seconded, passed.
